I suspect they had to make the short fall up to meet the 14m required by asec to relist.
reflects a little lack of faith on behalf of existing shareholders, and difficulty attracting new investors countered by the willingness of graig and co to back their horse in. if they get some momentum this will sort itself out and they might not even need the extra funding. so for now it's a bit of PR.
