    No NOV are not currently operating on a restricted licence yet , this is what we are waiting for , once the RADI is approved NOV has 2 years to satisfy APRA , if they don't the RADI is cancelled , Carvalho is the CEO of NBHC , all the staff for the new bank had to be recruited before the approval and is ready to go.
