Quickly looking at it they are give 5 mil a month from Jan to April in 5 mil installments. However they want eyes on books to see B2Y are cash positive from Feb on. Only paying 8% pa is not too bad. They prolly don't need the 20 million from previous report's. My guess is, buy your own locos so there is no industrial problems in the future and change for other equipment. Unless I am wrong enough has been thrown at them (management) to get the whole operation on a sure footing.
This is a sign to management prolly directors too this is your last hope before we take over operations. Not saying a cheap TO, but a better running off the company.
