Yeah, expenditure needs to be looked into as you say. The small cap raise, might limp them along for another 4-6months - so either, they are hoping for a signficant re-rate (at some point within that timeframe - to cr into); or they have an informal 'nod' that they will recieve a cash payment (or govt grant; sell off some assets, etc), within that same timeframe. Otherwise none of this makes sense.
