Nothing has changed materially as far as BC8 is concerned. Yes they had to reshuffle some of the pieces but the funding is still there and hopefully it paves the way for a quicker and smoother ODI and FIRB approval.

They push the timeline for completion to August 2024, but I note also that they are probably giving themselves wiggle room for any further delays. Based on the language in the document, it appears they expect it much sooner, possibly 1H.

What is surprising for me though is how hard it was to get money out of China - a $40m or so investment would not have usually taken that long or that complicated to be approved but in this case, it proves to be way too long. They submitted this in Nov 2023, so after almost 5 months, it is still stuck in the regulatory process. Hopefully, with the rejigged package, the ODI and then FIRM process can be quicker.

On local financier, the language they use in the statement shows me that they have already had discussion with someone local and just wait for the piece to be in place before they sign the dotted line. Almost a done deal so to speak.

I buy on weakness, as I cannot see how this fundamentally changes anything.
