Fail to understand why after this news the share price didn’t...

Fail to understand why after this news the share price didn’t spike. Why would anyone still be a seller at these levels. I am a very long term holder and share the disappointments of the past 10 years or so but surely the outlook is now extremely positive . There is no down side and when they finally resume production the share price will be multiples of the current level. Even in a worst case scenario SD go for full ownership they will have to pay substantially more per share than the current level. The current price assumes production will never happen but surely that notion can be dismissed now that mother has committed to funding. I would buy more but already have more than my total portfolio warrants. Apart from total apathy and judging by trading volumes total disinterest what am I missing? Good luck to all those patient holders out there I sincerely hope 2023 will finally bring some rewards
