My thinking is that they have been pressured by RR to go to FID asap, and this allows them to do just that.
Funding is certainly more laborious nowadays, but they should hopefully be offered progressively better debt packages as the project proceeds.
At the very least we know there are now no major reasons why the NSTA shouldn't approve this project.
