I think the assumption that because the are both mining graphite therefore cost must be the same or similar is where you may have gone wrong.
Mines as far as I can see have different flow sheets and requirements depending on the surrounding host rock, impurities, end product requirements... The list goes on.
it would be like assuming that all houses cost the same to build, but mansions should be cheaper per Square metre, due to scalability of operations.
