I think LePok was just trying to highlight the fact active managers have usurped the term ETF.
It's traditionally been used to specifically refer to passive funds.
However, yes the term is now thrown around to refer to both active and passive structured funds. I preferred it when active managers were referring to them as ETMFs.
Another classic case of trying to make simple things confusing to the masses.
