I would suspect that there is just one more "x" and that is the ratification of the recommendation at a meeting of the mining commission. Large scale mining licences have to go before cabinet, but I wouldn't have thought that Strandline is large scale.
Either way a process that I expected to take several weeks, has now taken a year and fortunately it will soon come to a conclusion. With the decision then the last uncertainty about the project will be lifted.
