You could also look at it as, well the staff costs over the last 5 years are about 4500% more than revenue, so what have the previous staff been doing? Do RAP just keep adding staff till something happens.

Just another way of looking at things. I run a business and what I tend to do is if an area is underperforming I tend to change things up rather than just adding more to make the bottom line worse than before. However I'd also like to add, if I was funded 5 Million or so every now and then by people who want to through money at me, I'd also just keep the staff on and keep on chugging along. So I can see why the management do what they do.
