Some Great comments here.....announcement today clearly states there a a few minor sticking points. Which I believe will be sorted very soon.
The President has made her recommendation on those matters, according to the statement released today.

The reason refining was NEVER an option in Tanzania, is that the chemicals and acids required just aren't available in Tanzania on a commercial scale. They would have to be imported into the country, raising operational and processing costs substantially, so it was actually never considered a option right from the beginning.
