I view it as a game of high stake poker. Which is why there may be a delay. They probably agreed the deal for that very reason but Mandrake may be calling their bluff.

If they don’t Mandrake can walk away. Leaving the target as an “asset” that others may not want to look at because of access issues.
Even if the grade is great. It’s not worth much if you can’t access it!
