Yes thats all true often the SS is only for internal use so the Board can make a decision to go to the DFS even then these things tend to send the share price down as everyone knows what comes next is the need for a big amount of money. That could be by several ways one of which is dilution.
If you look at that Independent Expert report done on MCB last December you can see this report at the end of the NOM released last December 2020.
There is a Capex of $300m however i saw a mention of the Capex for The Boyungan Copper Gold Project in the Philippines Using block caving with 4.5 mt per year was USD 750m.
