It definitely was someone at SYA who did not get passed kindergarten maths when this deal was done. Or they were pissed. No other explanation, almost answers the quick departure of the previous man in charge. He might be able to dig a hole but he sure can't count. And it does not take much to count up to 3.5 cents, if you can figure out what half a cent means.
