It wouldn't surprise me that one or more of the BOD are responsible for the morons placing capping/sell orders in and leaving them there at ridiculously out of reach prices on the sell side.
11 mill at 1.2 cents , a few more millions at prices higher up, and then people wonder why the SP is not moving.
There is somebody that doesn't want it to move regardless of the results , perhaps because they want to accumulate.
