    could be an issue with POWs (work permits) for new drill pads being approved. I believe Kangaroo Hills is in fact a timber reserve. this might mean extra steps for department of mines to work through before giving approval. i could also be corrected

    edit: page two has a paragraph on approvals in the timber reserve.
