It's the amorphous silica having bits added and being called fumed silica or silica fume. It's a common industry additive to concrete and isn't new.

The news is that they've confirmed that S-Max's output works for this purpose. That gives them a marketable product and something firm to put into the FS.
There's a point there about further research and development to be done on the product in time. My guess is that will be done as part of the P2 FS.
