    i dont think theres anything shifty
    just the effect of no approval of works and were in limbo until then

    meanwhile share price is savaged but will recover if and when we get the POW
    cant imagine it is imminent and all the brokers are on holidays till feb
    now so even if it came through the care factor would be negligable
