A systems inherent Latency can increase because of bandwidth, pipelines , bottlenecks etc. It can never decrease.
Think of it like a freeway.
My car on the freeway can get from home to Melbourne in perfect conditions in 45 mins - Latency
If the freeway is congested it could take 1:30 mins. - Bottleknecks
To reduce bottlenecks we put in more lanes - Pipes.
As a result of putting in more pipes/lanes the freeway has increased the amount of traffic it can carry - Bandwidth.
Overload the bandwidth -> fill all the lanes -> create bottlenecks -> latency increases.
Takes me longer to get to work and get stuff done. Latency is king....
