I think the table is about right by my experience and just looking up a few things on the net.
Grades are just that - the concentration of the deposit - so 1cm at 11% is high grade just as 100m at 11% is. Grade is just one aspect of viability of a mine, along with thickness & extent, depth & nature of overburden (e.g. Sand vs mud vs granite etc), water table, explosive gasses, local politics, access to port/rail, local wages, taxes etc etc. If the deep stuff is viable then with an existing operation with all transport, processing, offtake etc already in place even a medium grade small deposit close to the surface will add value and be mined as part of the entire resource.
Zinc is usually found with lead and often also silver and the combined concentrations make it viable. 3% zinc with >2% lead is viable close to the surface and silver, copper, or gold which are most commonly associated add to viability.
