FB, It isn't up to AVL to clarify. It isn't AVL's project/announcement/battery/150m pledge.

The WA Government are very clear in their announcement that the Vanadium has to be WA sourced and processed. That clarifies it.

"The commitment follows Labor’s recent election promise to install a 50-megawatt, 10-hour vanadium battery in Kalgoorlie, using locally sourced vanadium, as revealed in a news release."

I can't access Roger Cook's original media release at the moment but it definitely said "sourced and processed". The website keeps glitching when I try to access past media releases.

US Vanadium (processed by AVL in Perth) was used in the Horizon Battery in Kununurra. That is an example of US Vanadium being used.

Troydt and others have the idea of it in their head for the Kalgoorlie battery and won't let it go. The announcement is very clear it is to be WA vanadium.
