I must say that IMO, this is not a good or helpful post. The market cap is much more important. The number of shares on issue is driven by all sorts of historical actions. The dollar value of a stock is just a function of the market cap divided by the number of shares on issue. No company should ever be chasing a specifc dollar value for their stock. Growing market cap is much more important. Doing effective capital management is much more important and managing the share register so that it is efficient and cost effective is also much more important than a dollar value share price.
The dollar value share price can be manipulated by share consolidations or share splits.
