Doesn't read like its a special dividend? Reads as if it was on the basis of EPW pouring operating capital in to the US business. Rather capital being used in the Us it becomes transferred in to divvies. The inference in your statement does still stand if they chose to divert the surplus funds elsewhere.
A special dividend would be welcomed as well.
