There is a "maximum amount" rule that prohibits companies paying more than 5% of the average price over a week. That prevents them manipulating the share price up. I'm not sure if there is a minimum amount rule, but I can see the sense in having one. However, even if there is one, it wouldn't stop ALL buying back in the $30-31 range, so I've also thought about why they haven't been. My money's on the board thinking the share price will fall further. It's never nice to see red all the time, but really I see it as a good opportunity to top up (or rather, I will soon).
