doesn't exactly work like that irl. if they start reducing production there's issues re the load and haul and processing operations. you can't just stop work and expect these workers, machines and processes to stop the clock.
if they did stop, machines and personnel would get demobilised. that's a very expensive thing to do and also difficult to remobilise once ramped up again. operators find different jobs and the cost of moving plant is astronomical
