I have been in a lot of SPPs over the years and it has happened that scale backs have been prorated but I am not saying that will happen here. For example a minimum allocation is made to all applicants then a proportion of balance applied for. Also allocations can be proportional to existing holdings ie the more you have the more you get up to the max you applied for. Lots of options available.
