think of PRs as similar to options, but they can only be exercised when goals get achieved. Ie, like a bonus upon hitting milestones.
If you are granted 10m PRs, exercise 5m, that means you receive 5m shares, and still have 5m PRs remaining.
It's there to align management interests and encourage them to hit milestones.
