Having an opinion on a matter like this need not be emphatic, but in the mind of the cogitator it could have a higher probability than improbability. Suggesting that NEA might win, or may win, or should win are all colloquial ways of expressing a level of conviction. Some folk are reticent to make such calls, and others are not.
