It could be a cost consideration to the plant in China, I didn't think that they were purchasing a facility but they were more doing a JV to have product manufactured in China, I could be well wrong on this thought.
Even if only doing a JV it wouldn't surprise me that they needed to "invest" into China to have product made in the country.
