The problem is that 'growth' is not one off expenditure, it is recurring every quarter for development of new pits. I have owned Regis stock on and off for 8 years and the amount of 'growth' and 'other' capex in the last few years has been the issue for the company.
Exploration expense is also high because the company really needs to find some new ore sources. It is in effect a necessary expense for them.
The cashflow waterfall chart is truth.
