Federal contracts more than likely get spent on big vendors rather than niche ones.
Most large organisations and security-conscious are trying to rationalise partners and have greater clarity on their suppliers and their supply chain. Their CIO's and CISO's will push to buy through existing partners rather than bring on new niche vendors unless they do something completely unique the others can't do.
I wouldn't expect a windfall if Microsoft win's this second time around. If someone has a massive hard-on for LVT it would be easier to buy, but still not easy.
Government deals are slow and expensive to win, normally heavily discounted and not very profitable. Not always the best business to chase either. So I wouldn't worry either. Not a sector I would prioritise if if the the management
