The pause as showing on the timeline is a request for a number of environmental assessments wanted by the EPA. They are addressed to Yarra Valley Water Corp who will need to collaborate with Delorean to finalise the EPA assessment. I am not sure who might be responsible for the holdup. Some of those docs require consultation periods so I would imagine the time period of the consultations would be a major factor. The docs required are listed here c4d03a04-234f-4071-800b-c65258704885_rfi003151-request-for-information.pdf Whatever Delorean do it would all be needed to be signed off by YVW which being another semi-govt organisation takes time. But as you say not a good sign when DEL are needing cash flow and this is all they are relying on.
