The scum that are stealing are taking from the very investors that bring this store to life. We need a system to identify, face track them and ban them from the stores.
Already known, recidivist and no chance from banning because they know there is no one to stop them.
Small enough to be low on law enforcement priorities and fully aware of the fact and of their 'rights'.
