isnt it obvious, they need the cash elsewhere in the business, which i think is a Working Capital/Cash Flow issue. And they are not returning it to Shareholders as they have stated in the form of a buyback.
It happened last year as well, they annouced a buyback and only operated it for like a month (from memory), then all of sudden it stopped.
