Nevermind what churn is also used for, stick to churn. It is a percentage as you say, a fraction ie a pure number with no unit attached. The unit 'number of subscribers' cancels out when you calculate the fraction because it occurs in both the numerator and the denominator of the quotient 'number of subscribers leaving' divided by 'number of subscribers at start of month'.
