of all the types of discretionary retailers u would think shoes is prolly the least discretionary. You might skip buying a pram, candles and sofa, but if u need shoes u need shoes, my kids get given afew pairs every year for bday and xmas. And then there's always the 2 pairs of school shoes a year minimum.
