My understanding and please somebody correct me, was that if they came out and officially announced there was a sizeable amount of oil there, then they are forced to investigate how much oil and then state what they are going to do with the oil and the clock is then ticking.
This is why i thought they was being vague at the start to give them more time to consider their options.
As i said not 100% certain on this but there was definately a reason they did not announce how much oil.
