I remember maybe 7 or so years ago at a strata meeting for my old apartment (small complex only 24 units), the strata manager had recommended a particular insurer and mentioned that there were no other options as the other providers were not willing to insure our building due to reasons I cannot remember. I assumed he was likely getting a kickback from whomever was proposed. It was a typical corporation meeting where in my experience, nobody can be arsed to do anything other than what the manager recommended (most owners in the complex were too lazy to even go to the AGM).
This type of thing does not surprise me at all. Even if they crack down on it, I assume most corporations will still do whatever is recommended by the strata manager because nobody can be bothered doing the work. Perhaps things work differently in larger complexes?
