as far as debt is concern they will raise it if bank gives them because at the end it is bank's risk if they lend them more money.

however, i agree that they should not pay dividend until they return to be able to get franking credit back on the books and reduce debt substantially because interest rate if goes up further in Australia will have impact on business with high debt.

they can't really do buy-back as they don't have much liquidity on market as well so best to pay debt fast instead of paying dividend in my opinion.
