Is there much difference between a divy or a buyback ?
If I take it to the extreme a person on 48 cent tax rate gets paid $1 franked so at the most you are on the hook for a further 18 cents, if I get $1 from a buyback I'm on the hook for 48 cents minus my 50% CGT rebate so 24 cents,
So by this its better to get the divy then the buy back which is the opposite of what you are complaining about here.
