Your right but a decision on the larger plant is unlikely to be made until the demonstration plant has demonstrated for a reasonable time that it can produce consistent high grade product. As I point out even if every thing goes to plan this is unlikely to achieved until mid 2024 (6 months detailed design and planning, 1 year construction, 1 year production). Another year to build bigger plant at minimum takes you to mid 2025.
