you read the announcement and its just so hard to understand what the hell this is all about.
no sense of expenditures, work program, timeline. all i see is that its very early stage and can assume it will be a cash drain and distraction
my initial impression is that this is absolute garbage. but i will re read the announcement to try and figure out the basics, which really should just be clearly stated in the first few lines of the ann
