Not sure of the details, but I think the HPA market is expected to be about US$3.5bn, whereas the ordinary alumina market is about US$43bn and expected to grow to about US$72bn by 2030. So Alcoa could have just decided that just ordinary alumina is where their attention needed to be and HPA, at only US$3.5bn was just a distraction for them.
