Partnership : a relationship created through an expressed or implied committment, between two or more parties, who come together to achieve a common goal.

Collaboration : an open and inclusive process, a tool to engage a broad array of diverse entities to come together to find solutions for issues/problems.

I have just reread the announcement of 20th Feb and I can only find the word
collaborate mentioned once not numerous times. If they are only going to collaborate
(as per your definition) I hope they get something for their $212m investment.
I mainly like and agree with what you write.............but not all the time!
