Yes, someone with some (half-baked) knowledge of the “proposal” leaked it, or some detail was otherwise made available to (obtained by) the AFR.
Imo if they have a source, it should not be protected - this is not “public interest”.
Also, the AFR should know this is not “public interest”, and would affect the market, and should never have published it, regardless of source.
Ethics fail.
