Probably Glencore and GLN agreed to that. It makes sense for Glencore to require that, and GLN to agree to it.
And the GLN Glencore offtake announcement mentions conditions.
These likely would have included commercialisation and export licencing. Which GLN is working toward/ close to.
Seems logical that once the conditions are met, the financing will flow.
