I originally thought the financing was secured, but upon rereading the announcement and then reading this I am now thinking the same as Mondy.

Specifically this bit "we are very well poised to secure finance for Phase 1"
If the financing was done, they wouldn't be well poised, they would be complete.
Regardless, massive tick of approval and another step closer to production.
