Nice story there, but where does it say they'll keep the 3% on the domestic sale and impose 7% on the exports? The ANN only says increase of royalty to 7%, period. It doesn't matter if they sell the concentrate to the Mars, the Chinese or to Argentine farmers, it's a 7% flat rate.
