Ann: Galan Signs Pivotal Commercial Agreement with Catamarca Govt, page-198

I understand that Glencore have us by the balls here, but what I don't understand is what exactly Glencore get out of causing Galan to suffer due lack of funding. Am I wrong in thinking that Glencore entered into a binding offtake agreement with the additional option of funding so that they could get the lithium and make a profit? Is it not in their interest to provide the funding and allow themselves to benefit from the sale of Galan's lithium brine?

The only thing I can think of is that they locked up the option for the brine just in case Galan do make it through phase 1 construction, without having to risk their dollar. However this just sounds so backhanded.
